I am using a IFRAME on a page. How can I program the IFRAME to scale proportional in size to the browser window size.

You can consider the Ratio Helpers provided by Bootstrap: https://getbootstrap.com/docs/5.1/helpers/ratio/ or if you want to make the iFrames Full-Screen, then you can consider using the following code:
