I followed documentation, I've enabled or needed APIs and my console shows that i must enable Billing on the Google Cloud Project.
Do I have to pay for using google maps on my website?

Google has changed their API Issuance guidelines for Google Maps and other services since 1st November, 2018: https://cloud.google.com/maps-platform/user-guide/pricing-changes . While using the Maps API is free until $200 which is more than enough for most users, even for us with Live Previews running 24/7.
Make sure that you completely follow the documentation here: https://developers.google.com/maps/documentation/javascript/get-api-key .
