Page flickers when header expands when scrolling to top of page (Firefox/Win10)

The contents of the page briefly shift position, resulting in a flicker. You can duplicate the problem in large screen width - scroll down and then back up. See link below:

The problem doesn't occur on Safari/Chrome/Edge.
