I would like to know if its possible to simplify sliders and effects for the old web browsers.

Hello,

Unfortunately, solution for this scenario currently does not exist and you will need to make your Custom Changes as the Slider and other JS related Plugins do not support this out of the box. Please let us know which Old Browsers are you planning to target so that we can provide you with more assistance on this.
