Navigation Header Height Issue

I'm having trouble with the navigation height. I know by default, the navigation height is 100px until you scroll down which it becomes 60px.

How do I:

  1. Set it so the height doesn't shrink (Keep it to 60px)
    or
  2. If I choose to leave the scrolling down minimizing height animation, how would I fix the issue where the menu items are stuck at the 60px height. I'm using the static-sticky navigation bar. (shown below)
