According to your description, we are assuming you are looking to use the Scroll-To functionality. For the Menu Item, simply use the data-scrollto="#contact-section" Attribute and then add the id="contact-section" Attribute to the `` tag.
Consider using the Package Generator: https://docs.semicolonweb.com/docs/getting-started/installation/#docs-snippet-package-generator . This will generate a Custom Package with only the images/css/js/php files required based on the HTML File you select.

It's not scrolling but jumps.
