Hello,

This is Definitely Possible. You can simply add the .static-sticky Class to the #header Tag to disable the Header Resizing on Scroll. Example:

<header id="header" class="full-header static-sticky">

This will definitely work fine. Let us know if we can help you with anything else or if you find any further issues.

And one more thing: what should i change to make primary menu "permanently small" ?

"permanently small" == "unzoomed state"

Hello,

This is Definitely Possible. You can Generate a Custom Height for your header using this Header Height CSS generator: http://support.semicolonweb.com/header-height-css-generator/ .
