I want disable the hover feature for menus on mobile. I would like hover to continue working on desktop. I searched the help section and could only find your solution of adding the .on-click class to #primary-menu which disables hover everywhere including the desktop. I need hover to continue working on desktop.

Obviously mobile devices don't hover so let me be more specific: When I say "disable hover on mobile" I mean when using a desktop browser where the window is reduced in size enough to trigger the mobile view. I would like hover to be disabled when using a desktop browser that was reduced in size enough that the mobile view is displayed.

This feature has already been introduced in the Latest Updates. Simply open your Page on a Mobile Device and you will notice that the Navigation Menus now works with .on-click Functionality. If you are resizing your Browser to a smaller device, you will need to refresh the page to see the effect.
