Anchor Skroll issue

Question

When on a sub page linking back to an anchor point on the homepage using safari browser on an iphone, there is a bug. The page keeps loading back to top of page and scrolling to the anchor point repeatedly. Please help. Thanks!

If you goto the services sub page located at https://baldinoplumbing.com/services then click on about on main nav you will see this issue in safari on an iphone.

Please if possible using an iphone navigate to https://baldinoplumbing.com/services/ and then using the main navigation bar click on "about", this will direct you to the home page and anchor to the about section. You will see any attempt to scroll the page causes the about anchor to keep forcing the scroll back to the about section. It seams the anchor keeps re-loading when linked to from an external page.
