Does this template come with an admin dashboard [admin panel] or just code edit-based?

Hello,
Canvas is a Static HTML5/CSS3 Template, so there is no Admin Panel/Dashboard to add/update/delete the Posts. You will need to use Sublime Text or an Equivalent Text/Code Editor to add/edit the Content.
